Gipp has been invited to address the Democratic National Convention in Denver, Colorado.&lt;br /&gt;            Gipp will speak to convention delegates assembled in the 20,000 seat Pepsi Center on Tuesday, August 26 between 3 and 3:30 p.m. MDT. His will be one in a series of talks by so-called ‘real people’ who have been asked to offer ideas on the theme of “Renewing America’s Promise.”&lt;br /&gt;            Gipp will focus on renewing the country’s promise for American Indians, who are largely invisible in the national consciousness.&lt;br /&gt;            “I consider it an honor to be selected,” said Gipp. “It’s uncommon to have access to this kind of audience for expressing a tribal viewpoint. It says something about change in America.”&lt;br /&gt;            Gipp is an enrolled member of the Standing Rock Tribe. He has been the leader of United Tribes Technical College since 1977.&lt;br /&gt;            Part of his talk will focus on the role of tribal higher education in the process of rebuilding tribal nations.&lt;br /&gt;            Gipp’s invitation to speak came at the recommendation of Senator Barack Obama. So kudos to John McCoy (Tulalip) who won his primary in the 38th Legislative District by a healthy 18 point margin, Don Barlow (Ottawa) who outpaced his nearest opponent in the 6th LD by 20 points, and Jeff Morris (Tsimshian) who dominated his 40th LD race by 62 points.&lt;br /&gt;&lt;br /&gt;Statewide, the Governor’s race is pretty darn close (as expected) with Chris Gregoire (D) beating challenger Dino Rossi (R) by a 49-45 margin, or about 34,000 votes.  Rossi has highlighted his Tlingit heritage this campaign season.&lt;br /&gt;&lt;br /&gt;Of course, since the “top two” vote getters move on to the November General Election, this means that we are in for a rematch of the races we just covered. Jenks game&lt;br /&gt;&lt;br /&gt;Tulsa, OK)- Tulsa Indian Coalition Against Racism (TICAR) will join the Society to Preserve Indigenous Rights and Indigenous Traditions (SPIRIT) as they call for an end to the Redskin mascot and renewing their effort to free Leonard Peltier. The rally will start at 5 pm at Union Tuttle Stadium on the public sidewalk. Participants will call on Union to drop its controversial mascot, and draw attention to the upcoming parole hearing for Leonard Peltier accused of killing two FBI agents 33 years ago despite considerable evidence that suggests he is innocent.&lt;br /&gt;&lt;br /&gt;   September 12th is Leonard Peltier's Birthday AND the annual football showdown between Union and Jenks to be held this year at the Union Tuttle Stadium. TICAR calls on Union to reconvene an open task force of school officials and Native Americans to study the use of the mascot. “Union has been given every opportunity to join the fraternity of other schools to change” said TICAR President Louis Gray.&lt;br /&gt;&lt;br /&gt;      We have been respectful and patient," Gray added. The school board met in a closed process and voted to continue the use of the Redskin mascot several years ago.  The Tulsa civil rights group has tried to educate the school system about the use of the mascot but has never been granted an audience to air their grievances.&lt;br /&gt;&lt;br /&gt;SPIRIT led the successful counter rally against the Land Run activities last year that had over 500 people in attendance.&lt;br /&gt;&lt;br /&gt; craft a Tribal Council approved legislative agenda with identified outcome, and to establish communication protocol.  The contract will include deliverables, documented and frequent reporting requirements, a legislative session report card and a method for reviewing potential legislative actions. The contract will not include any provisions for retainer nor will it be session based.      &lt;br /&gt; The goals are many including the following: to improve access to information, improve access and influence over pending and future legislation, improve communications and responsiveness,   and convey and communicate the Tribes position on a variety of issues pending before the State legislature.  Because all legislative actions and positions advocated for are intended to benefit the CSKT Tribes, a rather exclusive partnership is preferred.    &lt;br /&gt; GUIDING PRINCIPLES and VALUESThe following principles serve as a foundation for the professional services of a lobbyist for the 2009 Legislative Session: Tribes Set the Agenda – This will occur early in the process given that there are interim committees or special task forces that convene prior to the actual 2009 session to discuss a variety of Legislative issues or initiatives.  The partnership is action oriented. Diligent Tracking With Frequent Reporting – Tracking legislative proceedings and bill processes on a daily and weekly basis and reporting the same to the designated contact. Pay For Performance – The Tribes will require frequent reporting of the lobbyist on the status of activities and recommendations for Tribal action.  Therefore, the engagement will have a provision for paying on a periodic basis.  A standard retainer or session fee is not an option.  Staying Ahead of the Game – The  Montana Legislature Bill Tracking System is a good tool for Bill searching and tracking.  The CSKT require more to keep the Tribes ahead of the game with respect to issues/initiatives and what is going on even up to the time when the Governor makes a decision to sign or veto a bill.Access to Leadership – The Tribe may be interested in providing testimony in committee hearings.  Therefore, the lobbyist must know whom to contact when and with what kind of message in representing the Tribes’ targeted Legislative priorities. Accountability – The lobbyist will assist the Tribes in establishing a report card or accountability system on the performance of the Legislative and Executive Branches during the 2009 session.  &lt;br /&gt;REQUIRED ACTIVITIES  The following represents a “menu” of activities for the 2009 Legislative session.  There will be some activity prior to the session with respect to interim committees, special task forces, and pre-session deliberations.   The CSKT Tribal Council will identify priority tasks as part of an aggressive legislative agenda.  Assistance in Framing Agenda and Priorities – There will be pre-session deliberations as the Tribes set legislative priorities.  This will include meetings with Tribal Council members and select staff.   The end result will be a documented Legislative agenda and priorities or targets for the 2009 session.  The lobbyist will assist the Tribes in a working session on this agenda including advising on trends or history of initiatives, which committees or Legislative leaders to target, and whether the Tribes will be responding to others’ bills or introducing its own Legislative initiatives.  It is expected that the lobbyist will prepare a document following the pre-session meeting.   This will be presented for Tribal Council approval and will guide future activities. &lt;br /&gt;Drafting Legislation – There may be the need for the lobbyist to assist the Tribes in drafting specific bills, including the wording of the bills and selection of sponsors or co-sponsors.  Tribal staff may assist as directed by the Chairman and or Tribal Council.  Bill Tracking – This includes utilizing the “Look Up Bill Information” tracking system of the Montana Legislature as it relates to the Tribal Legislative agenda and priorities for both introducing Legislation as well as tracking other bills introduced by other parties that affect the interests of the Tribes.  Bill tracking on a daily basis will be contingent on the Tribes agenda as described in 1.   Assistance in Testimony – This will include advising Tribal officials on opportunities for testimony, drafting the testimony itself, and arranging with committee chairs for appearance by Tribal officials, as well as one-on-one meetings prior to bill hearings or deliberations on the floor. Pre-legislation Session Deliberations –  There may be interim committees, special task forces, caucuses, or other deliberative bodies that may be considering Legislative initiatives.  This also includes the Governor’s “call” in terms of what he is proposing to submit to the Legislature for consideration.  Therefore, the lobbyist may be requested to attend sessions to monitor these meetings and report back to the Tribes on issues affecting the Tribes’ interest. Legislative Alerts – As needed, the lobbyist may provide email alerts over and above bill tracking reports to Tribal officials on developments or trends during the Legislative session.  Alerts could also include warnings about potentially damning legislation, advisories on legislation that affects all Montana Tribes, opportunities for testimony, or warnings about how bills may be changed in the committee process before hitting the floor for votes.  Protocol for managing this activity will be developed by the lobbyist and approved by the Tribal Council.    Governor/Executive Branch Tracking – This includes a wide variety of activities, including opportunities for meetings with the Governor and Executive Branch officials on the Tribes’ agenda and priorities, advisories on the Governor’s priorities, and tracking the status of a bill prior to signing or vetoing.   Technology – The Tribes and the lobbyist will have some dialogue on how to use various digital tools to advance the Tribes’ agenda and issue advocacy.  Important time frames and outcomes The CSKT are looking to procure professional services as early as October 2008 to work with the Tribes on crafting a legislative agenda for the 2009 legislative session.  Meetings with the Tribal Council on initial planning would take place following tentative selection.    Interviews of prospective applicants and firms may take place following the close of the RFP.     &lt;br /&gt;Note - - The Tribes may want to conduct initial planning sessions before entering into a final contract as the scope of services may be crafted in the planning sessions.   The Tribes will compensate for time as needed as the relevant services defined.   If there is a difference in projected costs for initial planning sessions prior to final agreement, please include that information in the required response.     &lt;br /&gt;The RFP proposal and/or response should include at a minimum. (1) The responder’s best assessment of the above activities with consideration on how to structure the functions within the CSKT Tribal government.  Qualifications of responsible personnel involved in the work and appropriate credentials. Resumes of all individuals who may be involved in subcontracting and or may work on any aspect of the project must be included.   Identify areas of expertise.  (2) Description of ability to engage in and complete the requested tasks as defined above including pre-session planning meeting to craft legislative agenda.      (3) Availability and flexibility of responder. Ability to commit to a schedule to meet the required deadlines, meet with a local planning Team, and have local review of the materials before adopted by the Tribal Council.  This would be negotiated as part of the contract scope of work (dates for interim products, etc). The contract will be time limited and will not exceed 60 days beyond the end of the legislative session, unless modified.        (4) Provider Liability insurance or proof that individual is an independent contractor. (5) Description of recent experience in doing this type of networking and/or working with a variety of different functions and individuals. Please include specific examples of past successful legislative work, bill drafting, and advocacy.    (6)  Professional expertise with this type of activity.  Experience with Indian issues and Tribal advocacy.   Documented successful experience with bill drafting, carrying and approval.   Provide examples of relevant successful experience.  (7) Costs should be well detailed including wages or cost per task. Any response should be clear in terms of incidental costs as well as hourly rates, travel expenses, etc.     (8)  There will be a provision for termination of the agreement at the discretion of the Tribes as well as a formal background and referral check prior to engagement. Integrity and full disclosure is necessary including the ability of the lobbyist to provide frequent written reports and sound advice on how the Tribes should position themselves within the context of the 2009 Legislature.  There must be dialogue on an “exclusive” relationship between the lobbyist and the Tribes, including reporting on any potential conflict of interest, since there may be a varied client base.&lt;br /&gt;Questions may be directed to James H. It is the fifth piece of public art created in the last five years in a cooperative project with the Bismarck Parks and Recreation District. The Intertribal Court of Southern California is Now in Session!&lt;br /&gt;&lt;br /&gt;For Immediate Release: (Valley Center, CA.)  The Intertribal Court of Southern California (ICSC) provides San Diego County tribes a fair, culturally sensitive and independent judicial forum for resolving disputes on local reservations. August 1, 2008, member tribes dedicated the court’s new Justice Center at its permanent location on the Rincon Band of Luiseño Indians’ Reservation. &lt;br /&gt;&lt;br /&gt;“Returning justice and fair play to reservations has long been the dream of tribal elders. Today, this court allows tribal governments to enforce public safety and community standards while ensuring the right of every individual to their day in court,” said Anthony Brandenburg, chief judge of the ICSC.&lt;br /&gt;&lt;br /&gt;The court settles disputes over tribal enrollment, hears Indian child welfare cases and handles civil infraction violations such as trespass and assault.  Housing disputes, environmental issues, land use and torts may also be brought to the court.  A circuit court serving the 10 member tribes, The ICSC provides court administration, clerks, bailiffs and computerized case management; the judge makes rulings based on each participating tribe’s laws, ordinances, customs and historical precedent.    &lt;br /&gt;&lt;br /&gt;Brandenburg notes that, “Tribal governments have different concerns and priorities and like any state, city or county government, the tribe is responsible for creating its own ordinances, or laws that apply on the reservation.”&lt;br /&gt;&lt;br /&gt;As the first of its kind in California, the ICSC is heralded as a model for offering efficient and economic judicial processes to multiple tribes, through shared administration.  The founding tribes are the Pala Band of Cupeño Indians, La Jolla Nation of Luiseño Indians, the Mesa Grande Band of Mission Indians, the Pauma Band of Mission Indians, The Rincon Band of Luiseño Indians, and the Iipaay Nation of Santa Ysabel, the Jamul Indian Village, Los Coyotes Band of Mission Indians, Manzanita Band of the Kumeyaay Nation, and San Pasqual Band of Indians.&lt;br /&gt;&lt;br /&gt;According to Temet Aguilar, tribal court administrator, the ICSC also benefits non-Indians.  “When you come on the reservation you will be treated with the same fairness and judicial discretion you would receive as a tribal member. &lt;br /&gt;-more-&lt;br /&gt;1-1-1-1 Intertribal Court Dedication&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; “We don’t treat people differently.  At the same time, tribes now have the governmental infrastructure to ensure that non-members as well as members are equally responsible for upholding the community’s laws.”&lt;br /&gt;&lt;br /&gt;Aguilar, a Luiseño-Diegueño Indian, was instrumental in bringing the court services to San Diego County tribes. “While in law school, I realized there was no way our tribes would ever receive the law enforcement and community cohesiveness we wanted without doing it ourselves. Today tribal governments are increasingly in a position to realize the long held dream of bringing law and order to our communities.&lt;br /&gt;&lt;br /&gt;“It’s a matter of sovereignty: that’s what we are doing right here, right now, making the positive changes we want, through our own tribal government, law enforcement personnel, and our own courts.  It’s an example of our people once more exercising control over our lives and land.  It’s our own leaders starting this, creating it, enforcing it and enhancing it. True change comes from within” &lt;br /&gt;&lt;br /&gt;Chief Judge Brandenburg, of American Indian descent, likes to explain that while tribes are governments, they are also family, and like any family have their disagreements.  But now the court gives them the tools to fairly resolve conflicts. However, he points out, the current and future success of the ICSC depends on continued cooperation between state and local law enforcement and courts.  “The Sheriff and the District Attorney’s Offices and the local judicial community have been supportive and really are partners in providing comprehensive public safety.  &lt;br /&gt;&lt;br /&gt;“We have before us an opportunity to clear up the gray areas and the void of local tribal authority created by Congress with passage of Public Law 280, which gave the state responsibility for criminal jurisdiction on reservations.  Public Law 280 has hampered the ability of both the tribes and state law enforcement to provide for the necessary adoption and enforcement of community standards of peace and safety.  But we are all working together to change that,” he added.&lt;br /&gt;&lt;br /&gt;The ICSC offers services including educational programs, free attorney referral service and court-sponsored Alternative Dispute Resolution, including mediation and arbitration. Mato Paha is a South Dakota State Park not Federal and private developments are encroaching on this site that is sacred to tribal people.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;The Sturgis Rally will take place in August. While many bikers are respectful, the bars create problems. Drunkenness, lewdness and other disrespectful actions will occur in the bars which are developing closer and closer to Mato Paha. Despite protests of American Indian People and other supporters, the county has granted alcohol licenses to the bars. Recently, a corporation has purchased majority ownership in the bar closest to Mato Paha and they are going to have helicopter rides over the butte.  We are informed this corporation is affiliated with or are former Blackwater high clearance mercenaries and have already strong armed some American Indians who were on public land taking pictures.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;The Rosebud Sioux Tribe and Northern Cheyenne have land at the base of Mato Paha, but there is still land not owned by American Indian Tribes and the price of the land has increased tremendously so our Tribes cannot afford to purchase what should be our Land in the first place according to our Treaties.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Help is needed to protect our Sacred Sites and Mato Paha. She's a poet/songwriter, sax player, singer, and author. Her roots extend from her birthplace in the Mvskoke Creek Indian Nation in Tulsa, Oklahoma, to Santa Fe where she attended the Institute of American Indian Arts. After graduating from the University of New Mexico she began writing poetry and songs that were influenced by Southwestern Indian music, Nat King Cole, Charlie Parker, native philosophies and the American Indian rights movement. She moved to the wildly urban Los Angeles and then eventually to her current home in Honolulu, Hawaii.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;She is as well-known in the poetry world as she is with her music, winning numerous awards for her published works. Her seven books of poetry include She Had Some Horses, The Woman Who Fell From the Sky, and How We Became Human, New and Selected Poems. She has received numerous literary awards and two of her more locally-known awards are the New Mexico Governor's Award for Excellence in Arts (1997) and the Witter Bynner Poetry Fellowship(1994).&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Harjo has performed internationally, from the Arctic Circle in Norway at the Riddu Riddu Festival, to Madras, India, to the Ford Theater in Los Angeles. She has been featured on both Bill Moyers', The Power of the Word series and on Garrison Keillor's show. Harjo narrated both Turner's The Native Americans series and the Emmy award-winning Navajo Codetalkers for National Geographic.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;She has taught at several universities and recalled in a 1993 Kenyon Review interview that she began playing saxophone to gain balance when she began teaching. "[I] was afraid that in that atmosphere of that place, I was going to lose my poetry. That was around the time I started playing tenor sax. I play tenor and soprano now, but I realize that in a way it was a way to keep that poetry and keep that place," she said.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;She has served on the National Council on the Arts, is the Joseph Russo endowed professor at the University of New Mexico, and when not teaching and performing, lives in Honolulu, Hawaii, where she is a member of the Hui Nalu Canoe Club.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Harjo has released three award-winning CD's of original music and performances including Letter from the End of the Twentieth Century, Native Joy for Real, and She Had Some Horse. A song from her forthcoming CD, Winding Through the Milky Way, just won a New Mexico Music Award. Many of the songs from her new CD will be performed with her band on stage at the Museum of Indian Arts and Culture on August 21st. Norman Cooeyate and his tribal council to "explore ways to develop a working relationship to address the issue of the unnecessary collection of taxes from Native American Tribes and their members." The meeting took place yesterday afternoon at the Zuni Pueblo tribal governor's chambers, the PRC said.&lt;br /&gt;&lt;br /&gt;The Federal Indian Trader Regulations preempt the state from collecting gross receipts tax for non-native services rendered to a native tribal entity or to members of a native tribe on a reservation. Further, the New Mexico Taxation and Revenue Regulations provide that receipts from selling telecommunications services to a native tribe or member on tribal territory are not subject to gross receipts tax as prohibited by federal law, the commission pointed out.&lt;br /&gt;&lt;br /&gt;Earlier this year, the PRC expressed concern regarding gross receipt taxes, as well as the collection of unauthorized taxes in general from any exempt person or entity in connection with the provision of telecom or utility services. The commission determined it was necessary to open an investigation and to establish a dialogue between the state and tribal leaders.&lt;br /&gt;&lt;br /&gt;A public workshop will be held on July 11 to help formulate initial proposals for a new commission rule governing the activities of regulated entities relative to the collection of non-federal taxes from Native Americans, the commission said. Cochiti Pueblo more freely modified its traditional forms of painted pottery to appeal to new markets created when the railroads started bringing in tourists from the East in 1898, while the Santo Domingo Pueblo shunned the influences of the tourist trade and art market, continuing an artistic tradition that was conservative and insular.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;A River Apart: The Pottery of Cochiti and Santo Domingo Pueblos, examines the pottery traditions of the two Pueblos through the medium of the museum's collections. To decipher what discoveries can be made and identities established through the nearly 250 pieces in the exhibition, visitors are provided with a choice of viewpoints: art historical, anthropological, curatorial, and artistic. This multi-vocal approach reveals that the pottery represents more than anthropological artifacts or art for the marketplace. From this exhibit we learn much about the Pueblos' history, communities, and the various artists' responses to influences from the outside world.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;An often-repeated story told by former curator of ethnology Edmund Ladd, which he swore was true, illustrates the profound, and yet commonly held misunderstanding of America's indigenous populations. Tourists, returning from a visit to the several northern New Mexico Pueblos, were convinced that the Museum peopled the villages as a living exhibit. "They don't really live there, do they?" the tourists asked.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;To combat this widely accepted and romanticized view of Indian people as mysterious past occupants of abandoned ruins, this exhibit presents the cultures of Cochiti and Santo Domingo, expressed through their individual pottery traditions, as the dynamic and living people they are NCAI President Joe Garcia Says U.S. Can Still Right its Wrongs&lt;br /&gt;WASHINGTON—April 17, 2008—Pope Benedict XVI, in his first papal mass in the United States, acknowledged the injustices faced by Native Americans since the founding of this country when talking about the promise of hope the U.S. has to offer. "To be sure, this promise was not experienced by all the inhabitants of this land; one thinks of the injustices endured by the Native American peoples and by those brought here forcibly from Africa as slaves," he said. &lt;br /&gt;National Congress of American Indians (NCAI) President Joe A. Garcia welcomed the comments and recognition from the Holy Father. "This is an historic moment for Indian Country," said Garcia. "I commend Pope Benedict XVI for making this bold, and very true, statement with the world watching. Native people have suffered greatly since the arrival of European settlers as they were displaced and then later subjected to U.S. government policies of termination and assimilation."&lt;br /&gt;Today, Native Americans face many of the lowest social, economic, and political statistics of any ethnic group in the country. Health care is often better for U.S. Prisoners than for Native Americans. There is an increasing need for public safety on Native lands, education is poorly funded and there is a lack of resources for profitable economic development. "The Pope's statement is a timely reminder that the U.S. government can right its wrongs by supporting Native issues and the well being of our people and our communities," said Garcia.&lt;br /&gt;"We really can turn these life necessity issues around with broad support from Congress and the Administration," said NCAI Executive Director Jacqueline Johnson. "The U.S. Senate has done their part this year by passing the Indian Health Care Improvement Act. The program director is Addie Rimmer, a professor at Columbia University's Graduate School of Journalism and a former editor at the Detroit Free Press and The Wall Street Journal.&lt;br /&gt; The $6,000 fellowships cover tuition, room and group meals during the six-week program and include a travel stipend. The fellowships are underwritten by a grant from the Donald W. Reynolds Foundation.The program immerses participants in the basics of headline writing, design, line and content editing, story organization and news judgment as well as interpersonal skills that help editors work successfully with others. New media editing skills are a core part of the curriculum and at least one week will be devoted exclusively to online editing skills.  The curriculum includes classroom work, daily skills-building drills, evening seminars and practical experience at the local newspaper. Faculty members include top academics, veteran editors and experts in converging media.The program is ideal for copy editors who want more training, reporters who want to move to the copy desk, journalists who work on web sites, and design and graphics editors who want copy editing training. NAJA is a 24-year-old non-profit organization dedicated to the promotion and education of Native American journalists. With over 700 members, the association is the oldest and largest organization for indigenous journalists.&lt;br /&gt;The association’s move from South Dakota to Oklahoma has refocused local efforts on students that represent the state’s 39 federally recognized tribes. From a national standpoint, NAJA is working towards recruiting students across the U.S. from school districts that exhibit high Native American populations. Our hope is to set up visits to these schools and present as much information as we can to interested students. NAJA has implemented a strategic plan that will help address growth and improve services to members, teachers, and students over the next several years. As part of the plan, we offer scholarships to students interested in the pursuit of journalism, as well as tribal media internships with several newspapers and television networks around the country. Our high school summer camp, "Project Phoenix," is on a short hiatus do to the UNITY conference. The camp will resume in the summer of 2009.
